Sheikh Mohammed has directed the UAE to reduce bureaucracy, shorten waiting times, and eliminate up to 2,000 procedures.

Government ministries and entities have been instructed to immediately begin work on cutting at least 2,000 government procedures and reducing the time required for these processes by at least 50% within one year.

Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has repeatedly emphasized that the primary purpose of the UAE government is to improve the quality of life for the country’s residents.

Efforts to enhance government efficiency in the UAE
He strongly stressed the importance of government entities evolving in their services and adopting highly efficient business models aimed at reducing bureaucracy in order to achieve the nation’s goal of leading the world in excellence in government services.

Sheikh Mohammed made these remarks during a meeting of the Zero Government Bureaucracy program, an initiative launched by the UAE government to streamline operations and further raise the standards of service delivery.

The meeting was attended by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai, and Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance.

Sheikh Mohammed bin Rashid said:

“Procedures are meant to serve people and make their lives easier. Bureaucracy is the main challenge faced by any government seeking to develop its services. I will personally review the progress made by government entities to assess their advancement. We will announce the results within one year. Eliminating government bureaucracy and delivering services quickly are two pillars of our future strategy.”

The sessions, attended by ministers and more than 300 leaders from both government and the private sector, are part of the UAE government’s efforts to accelerate the implementation of the Zero Government Bureaucracy program through effective partnerships with the private sector.

Sheikh Mohammed was briefed on the achievements of 30 ministries and government entities that have been working to enhance 106 services as part of the efforts to implement the “Government Services 2.0” development model.

Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs, in his opening remarks emphasized that since its formation, the UAE government has adopted an approach focused on minimizing bureaucracy as part of the ongoing development of its services.

Al Gergawi further explained that the Zero Government Bureaucracy program is designed to create a significant shift in government operations by offering the simplest, fastest, most straightforward, and most efficient procedures. The initiative aims to boost the competitiveness of economic sectors and the business environment, as well as improve the quality of life for the community.

The Minister of Cabinet Affairs noted that the program includes a classification system for federal entities aimed at reducing bureaucracy, alongside an incentive and reward system specifically for federal government employees. As part of the program, the best individual and team efforts to eliminate bureaucracy at the national level will be recognized and honored.

He also highlighted the UAE’s efforts to develop its government operations, detailing its rapid evolution and exceptional milestones. This transformation journey began with the transition to e-services and continued with the establishment of a smart government in 2013.
